  1. Press Ctrl + Shift + C during gameplay.
  2. Type edit_max_units 999 and press Enter.
  3. Type unlimited_groups 20 (this gives you the "Emergency 20" functionality).
  4. Type full_access true to unlock all vehicles regardless of mission progress.

Note: This resets every time you restart the game.
