"GTA Baku" əsasən "GTA San Andreas" və ya "GTA Vice City" oyunları üçün yaradılmış fanat modifikasiyalarıdır (modlar). Bu modlar sayəsində oyunun əsas qəhrəmanı, maşınlar, şəhər mühiti və radio stansiyaları Azərbaycan atributları ilə əvəz olunur.
