- On a Mac that shipped with El Capitan or earlier, use Command-R or Option-Command-R at startup to access Recovery Mode and reinstall the originally shipped macOS version. Internet Recovery downloads the correct macOS version from Apple servers.

2. Incorrect burning method
Even a perfect ISO won't work if you burn it incorrectly. On Windows, using the built-in "Burn disc image" often fails for macOS ISOs. On a Mac, using Disk Utility in "Burn" mode might miss the boot sector.
