This is the million-dollar question. Rockstar Games ported Max Payne 1, Grand Theft Auto III, Vice City, San Andreas, and even Bully to mobile. So why skip Max Payne 2? Several plausible reasons exist:
Technical Hurdles: Max Payne 2 ran on a heavily modified version of the RenderWare engine, but its physics, lighting, and particle effects were more advanced than the first game. Porting it to the heterogeneous world of Android devices (different GPUs, CPUs, screen ratios) would have cost significantly more than Max Payne 1.
